Bhutan’s Family Incentive Program – Tackling Population Decline

Bhutan is confronting a pressing demographic challenge: declining birth rates, outward migration, and the long‑term implications of an aging population. In response, the government has announced a financial incentive scheme aimed at encouraging families to have more children.  

Starting June 4, 2026, parents will receive monthly payments for their third and subsequent children until the child turns three. This initiative is designed to ease the financial burden of raising larger families while directly addressing the country’s shrinking population base. By linking economic support to family growth, Bhutan hopes to reverse declining fertility trends and secure a more balanced demographic structure for the future.  

The program also reflects Bhutan’s broader vision of sustainable development. With outward migration draining the workforce and an aging population straining social systems, the government is seeking to strengthen family units as the foundation of national resilience. Financial incentives are not just about numbers—they are about ensuring that Bhutan’s cultural identity, economic vitality, and social harmony remain intact for generations to come.  

If successful, this initiative could serve as a model for other nations facing similar demographic challenges, demonstrating how targeted policies can align economic support with long‑term population goals.
