Trump’s 500% Tariff Threat: Pressure tactics to gain more favourable trade terms

US President Donald Trump’s endorsement of a sanctions bill proposing a 500% tariff on buyers of Russian oil has sparked concern in India’s energy sector. Yet, industry executives largely interpret the move as a pressure tactic rather than a genuine policy shift. The threat appears designed to squeeze India in trade negotiations while simultaneously nudging Moscow toward a peace settlement.

India has already reduced its reliance on Russian crude following US sanctions on Rosneft and Lukoil, Moscow’s largest exporters. Reliance Industries recently announced it does not expect Russian cargoes in January, signalling further declines in imports. At present, only Nayara Energy, backed by Rosneft, continues to source Russian oil, while other refiners restrict purchases to non-sanctioned entities. This trend demonstrates India’s cautious balancing act between securing affordable energy and avoiding punitive measures from Washington.

Trump’s comments aboard Air Force One, where he suggested Prime Minister Narendra Modi “knew he was not happy,” underscore the political dimension of the issue. By linking oil imports to broader trade relations, Trump is signalling that Washington expects concessions from New Delhi. His warning that tariffs on India could rise if cooperation falters highlights the transactional nature of his approach to foreign policy.

For India, the challenge lies in maintaining strategic autonomy while managing external pressure. Russian oil has been a cost-effective option, but sanctions and threats of punitive tariffs complicate the calculus. At the same time, India must safeguard its broader trade relationship with the United States, a key partner in technology, defence, and investment.

Ultimately, Trump’s 500% tariff threat is less about immediate enforcement and more about leverage. It reflects Washington’s intent to shape both India’s energy choices and Moscow’s geopolitical behaviour, using economic pressure as a tool of diplomacy.
